In the end I conclude with that support was probably included at some point of development, but it was pulled at some point before release. The team probably found out that the NV1 was outdated with inadequate performance and rather set to work on the Direct3D patch for Daytona USA Deluxe, and thus giving the new version of the game another selling point (profit deal as Michael Pachter calls it).
